City of Gears: JUSTICE and MIGHT

The JUSTICE and MIGHT expansion increases the ability for players to directly attack one another through the use of new City Tile steam effects and Development abilities. It also adds new ways to earn victory points, even through a strategy of peace and diplomacy.
